I need not remind you, for you are well aware of it, that
Nemazee's record is well known both in the League and outside of it,
and the facts that he has been made a British subject and resides
and carries on his business in a British Colony place us in an
position of real embarrassment at Geneva. The Colonial Office are
going to make that position very much worse if they deliberately
decide to give Nemazee and the members of his family and firm, while
they reside at Hong Kong, facilities to go about as they please and
carry on any business they choose outside the Colony. You will
surely appreciate that if, as a result of these facilities, Nemazee
or his firm should engage in some illicit opium transaction and
should be caught at it, we should have nothing whatever to say in
Geneva or elsewhere in our defence.
